"Fully two thirds [of the 30 billion dollars it was estimated that World War I cost the U.S. Government] was raised through the four Liberty Loan and final Victory Loan campaigns" (Rawls p. 195). The Statue of Liberty, with her powerful symbolic value, was used in many war bond posters. Sometimes cartoonishly, as here, and in a very similar poster by G. R. Macauley. But also more chillingly, as in Pennell's unforgettable "That Liberty Shall Not Perish From The Earth," depicting New York harbor in flames, Lady Liberty herself badly damaged and German aircraft flying overhead.
