Philadelphia, 1944 In 1944 some 200 white transportation workers staged a wildcat strike in protest against working with African-American conductors that were to be employed by the PTC. The city and the port were paralyzed. Philadelphia's NAACP and Urban League were instrumental in taking the fight to a national level. President Roosevelt finally stepped in and put an end to the strike in the name of national security.
