  • Notes: Sets payments to Confederate privateers at 20% of the value of "each and every vessel of war belonging to the enemy, that may be sunk or destroyed." Just the third separately published act of the Confederate Congress, and the last before the government relocated its capitol to Richmond. Parrish & Willingham 60.
