- Notes: "I have received your letter of the 9th inst. requesting permission to resume your business of transportation between different points in Chesapeake Bay, now in possession of the U.S. forces. No permission for trade at any blockaded ports can be given by this Department, so long as the blockade shall be maintained, except for naval or military purposes, and upon the request of the Navy or War Department."
