Notes: "It is your duty to discover for yourself the true condition of affairs and do all in your power to preserve the peace of the territory and the lives and property of its citizens. You are not merely to observe and report but to act and any appeal for federal assistance should be made upon such a condition of things as actually make it necessary and upon your official responsibility and in the manner provided by the Constitution and Laws.

Enforcement of the Edmunds Anti-Polygamy Act of 1882 had caused growing unrest in Salt Lake City, reaching its peak when, in December of 1885, a Mormon was shot by a United States Marshal, prompting rumors of a Mormon uprising.
