- Notes: One of the many projects of the WPA, instituted by President Franklin Delano Roosevelt. When he took office, FDR put Harry Hopkins in charge of the WPA [Work Projects Administration]; this included the National Youth Administration, which specifically addressed the issue of unemployment among those people 16-25 years of age. By 1936, 3.5 million people were employed in WPA projects.
