HAMILTON, ALEXANDER. Letter Signed, to Collector William Webb, requesting that any cases in which a ship neglects or refuses to enter and clear should be brought to Hamilton's attention for further consideration because of vagueness in the application of the Tonnage Act brought about by the suspension of the coasting bill. 1 1/4 pages, small 4to, written on the recto and verso of a single sheet; tissue repair on verso along right edge touching extreme end of signature flourish, few small tissue repairs verso at other edges, folds, docketing on verso at bottom edge.   • Notes: ". . . [I]t may be inferred from the general scope of the laws . . . that unlicensed vessels going from one district to another are to enter and clear; but this is more particularly contemplated by the Tonnage Act and by the 42 Section of the Collection Law . . . . And in every case of a departure or attempt to depart without having entered or cleared there would be a strong presumption of law, that the vessel was subject to the Tonnage duty . . . .
    "The law however is not at present as provisional in this particular as might be wished; owing to the suspension of the new coasting bill. . . ."
