Typed Letter Signed, "Herzl," to members of the Action Committee of the World Zionist Organization, in German, confirming that he had accepted an invitation to be the Turkish Sultan's guest, that negotiations had stalled because the Turkish offer could not be accepted, that negotiations would nevertheless continue, and threatening punishment for any member who discloses confidential information. 2 pages, 4to, written on two sheets; bottom half of first leaf excised with loss of text, folds, small hole in top left margin of both leaves.     ". . . Dr. Herzl had accepted an invitation from the Sultan, and was the Sultan's guest during his visit. The negotiations could not reach a final result because the offers made by the Turkish side did not entirely fit our program. Under such circumstances Dr. Herzl felt unable to accept. In the meantime, the relations have remained splendid and the negotiations will be continued. By bringing this to your attention, we explicitly authorize you, and remind you of your duty, to communicate only the following, if required . . . [this portion of page excised; in the omitted portion, Herzl says that "negotiations are on a good path," encourages purchase of shares in the Jewish Colonial Bank and raising money for the National Fund, and denounces information leaks].
    ". . . nobody should feel insulted, because it is evenly targeted at everybody and in a brotherly manner. But we feel the need to add that should an indiscretion be committed by a member of the grand A[ction] C[ommittee] on this or any other occasion, we will communicate that person's name in a circular to the other members . . . and in the future will not send circulars to this same person."
    This letter was written when Herzl endeavored to obtain a charter permitting the immigration of European Jews to Palestine from the Turks of the Ottoman Empire, who controlled the area until the end of World War I.
