HOOVER, HERBERT. Autograph Letter Signed, "H. H.," to Lewis Strauss although addressed "Dear Louis"), sending him a corrected typescript (present) of a 1940 speech given at the Jewish Welfare Fund of Chicago,concerning European Jewry, the Nazi attacks on civilians, and the prospects of a Jewish homeland. ALS is 1 page, single 4to sheet; written in pencil, paper quite toned, received stamp in upper right corner. Typescript is 5 pages, single 4to sheets, with 10 holograph corrections in pencil; first page toned, last page with minor chippingalong left edge (not affecting text). Np, [13 February 1940] E4,000/6,000 ALS in full: "Herewith that speech - with some post issue repairs.If it is going to be re-printed it perhaps needs more repairs. You have full authority to do anything to it you like. If it is not to be re-printed then you don't have to repair it. With kind regards." Typescript: ". . . There are the problems of emergency - relief to suffering. And these problems have become more tragic even than in thelast war. More and more war becomes a war of soldiers against civilians. The major strategies are directed to driving nations into submission by starvation, by terror and attack from the air. And stillanother and new attack upon civilians has emerged. That is the forcible eviction of peoples in blocks of millions from their homes. The stated purpose is to make racial groups fit into political boundaries. That is, to destroy minorities . . . Jewish people being concentrated into a narrow and bleak reservation . . . Whatever else may result from the present conflict I have no belief that we will notagain have to meet the forces of economic desperation, of hate and intolerance . . . Somewhere in the world a sanctuary must be found where these refugees of a dozen races may have a chance . . ."
