Harrison, replying to the article about himself [in the March 12 issue], defending the Administration's policy concerning Vietnam, arguing that Robert Kennedy's proposal concerning a Viet Cong coalition fails to consider the will of the South Vietnamese, suggesting that American policy should be informed by the Italians after World War II concerning the Communist Party and by the Indians concerning the Communist government in Kerala, and expressing disappointment in some liberals who support popular fronts. 2 pages, 4to, "Vice President" stationery, written on two leaves; staple holes at upper left, minor loss of lower left corner of second page, horizontal folds.   • Notes: ". . . I did return from Vietnam encouraged. . . . I pointed out repeatedly that the road ahead would be long and difficult. There are no instant solutions to age-old problems.
    "You may have found one or two of our Democratic colleagues who were critical of my briefing to the Members of Congress . . . . Those who . . . oppose the Administration could be expected to be not too pleased with what I had to say. . . .
    ". . . [T]hese pronouncements . . . on my part are not the exuberant shouting of a cheerleader or a recruiting sergeant. They represent the observations of a man of some experience and hopefully with a degree of intelligence. . . .
    "I believe that Robert Kennedy's proposal of imposing a coalition government including the Communist Viet Cong on South Vietnam is wrong. . . . [H]e was not talking about the results of a free election . . . . He was talking about a pre-condition to negotiations. . . . .
    "I am somewhat of a student of history. Did the Italians, after World War II when the Communist Party represented almost 30% of the vote, have a coalition with the Communists? Can you name me any free country, despite the strength of the Communists . . . that has a coalition with them. . . . If . . . the South Vietnamese should elect some Viet Cong, then we will respect that decision. But we ought not to be . . . insisting that the Viet Cong be included in a government . . . ."
