Medill, in his forwarding letter to the report by Butler and Lewis, refers to it as "the best information which has been in the power of this office to procure in relation to the Indian tribes of Texas." Butler and Lewis traveled in the region and negotiated a treaty with various tribes at Council Springs in 1846. with -- Communication from the Commissioner of Indian Affairs...
