- Notes: American diplomat and presidential candidate James G. Blaine organized this first conference between leading diplomats from the United States and Latin America. It has since evolved into today''s Organization of American States. One of Blaine''s main objectives was the creation of an arbitration board to settle disputes between nations. This heavily revised draft, edited in Blaine''s own hand, reflects the difficulty Blaine had in gaining consent to his proposal. It was found among the papers of William E. Curtis, who served as Blaine''s assistant at the conference. with--the printed proceedings: International American Conference Reports and Recommendations, Washington, 1890.
