Condition A-: minor repaired tears at edges and at bottom margin; minor restoration along vertical and horizontal folds; repaired pin holes in corners.

Joseph Binder studied art under the great Secessionist Alfred Roller, and became one of the most promising modernist graphic designers in Austria. Among his major accounts were Josef Meinl (purveyors of tea and coffee) and the laundry detergent company Persil. The First Austrian Republic, founded on the remains of the Austro-Hungarian Empire after the First World War, survived only through the onset of the Second World War. During its short history the Austrian government often raised money through loans. Here, the depiction of the scaffolding and the metal structure imply that the loan will be used for construction. Binder emigrated to the United States in 1934 and continued his prominent design career with a memorable poster for the 1939 New York World's Fair and a series of images for the U.S. Army.
