    "Mr. Marvel assures me that your claim will be adjudicated by the Commission in accordance with . . . principles of international law, justice and equity. . . ."
    In 1949, the International Claims Settlement Act established the International Claims Commission in order to process the claims of U.S. nationals for losses sustained when governments nationalized their property, including and especially that which occurred upon the arrival of communism in Yugoslavia beginning in 1939.
