"In this famous report, commissioned by the Lords of the Treasury, Lowndes (who was secretary of the Treasury from 1695-1723), proposed to increase the mint price of silver coins by 25%. Gold at this time was overvalued as compared with silver, with the result that most of the new silver coinage was melted down or exported. Locke successfully opposed Lowndes' project.
