Tomasello (1915-2014) was born in La Plata, Argentina, a province of Buenos Aires and later moved to Paris where he became part of the vibrant community of Latin American kinetic artists. He began studying art as a teenager taking evening drawing classes, and later studied at the Escuela Nacional de Bellas Artes Prilidiano Pueyrredón, Buenos Aires from 1932-38. He enrolled at the Escuela Superior de Bellas Artes Ernesto de La Cárcova, Buenos Aires where he studied until 1944. As he started his career in Buenos Aires in the mid-1940s, a movement had already begun to challenge the traditional methods of creating art; he met Emilio Pettoruti (1892-1971) and Carmelo Arden Quin (1913-2010), important artists within the Argentine avant-garde, during this time.

He moved permanently to Paris in 1957 where he started working in Constructivism and then transitioned to kinetic art, an art form based on an optical illusion of movement. He was represented by the avant-garde Galerie Denise René, who specialized in kinetic art. Tomasello is known for his Atmospheres Chromoplastiques, where angled white cubes are placed in a repetitive manner against a white background to engage with light.
