SUMMONING CONGRESS TO RATIFY THE LOUISIANA PURCHASE MADISON, JAMES. Printed Letter Signed, as Secretary of State, to an unnamed Governor or Congressman ("Sir"), a circular announcing an extraordinary session of Congress to ratify the Louisiana Purchase. 1 page, 4to; discrete ink cataloguing number at upper left, left margin trimmed, folds. Washington, 18 July 1803

  • Notes: ". . . [T]he President . . . has appointed Monday the 17th day of October next for the meeting of the Senators and Representative of the United States. This anticipation of the commencement of the ensuing session is rendered necessary by conventions with the French Republic, involving a cession of Louisiana to the United States; which may require the presence of both Houses, and of which conventions the ratifications are to be exchanged within six months computed from the 30th of April last. . . . I am charged by the President to urge these considerations on your patriotism, and your sense of duty. . . ."
On April 30, 1803, the Louisiana Purchase Treaty was signed by, among others, the French and American Ministers, Charles Maurice de Talleyrand and James Monroe. The final article of the Treaty stipulated that it be ratified within six months of the date of signing, necessitating President Jefferson's convening an extraordinary session of Congress for the purpose.
