- Notes: Volumes are variously headed "The Present Condition of Mexico" or "Message from the President of the United States." Each begins with brief messages from the President and from Secretary of State William H. Seward, but the bulk of each volume consists of State Department correspondence and reports concerning Mexican affairs. Much of the correspondence is between Seward, the U.S. ministers to Mexico and France, and Mexican minister Matías Romero. During this period, while the United States was otherwise occupied, Romero sought help against the French intervention and the reign of Emperor Maximilian I. Includes: 37th Congress, 2nd Session, Exec. Doc. 100, April 1862 * 37th Congress, 3rd Session, Exec. Doc. 54, February 1863 (lacks much of backstrip) * 38th Congress, 1st Session, Exec.
