To Provide for Raising two hundred thousand Negro Troops. Two Confederate bills, both concerning Negro labor and troops, uniform 8vo, paper evenly toned' "Record Division, War Department" stamps on each. Richmond, 1863-1865

  • Notes: Two pieces of Confederate legislation concerning the use of slaves. The first, from 1863 simply deals with the manner of compensation to slave owners for slaves impressed by the military for work on fortifications etc. The second, dated February 10, 1865 [called the "Negro Soldier Bill] proposes the raising of "Two Hundred Thousand Negro Troops." The Confederacy was so desperate by February of 1865 that they were seriously considering offering their slaves the opportunity to defend the very system that had enslaved them. There was quite a bit of disagreement on this proposal as one may well imagine. In the end, it was a moot point. In four months the War would be over. Crandall 390; Crandall 216.
