  • Provenance: "The essence of this Plan is that, for all the problems, the strengths of New York City are tremendous; that in the reinforcement of these strengths lies the City's future - and the best way of tackling what is wrong with it... These chapters are extensively illustrated with maps, aerial and ground photographs, and in addition to outlining proposals for future development, go into the history of the communities... This is not a plan for the year 2000. This is a plan for the immediate and foreseeable future... The bureaucracy is not responsive enough to citizens and local communities of the City, nor to its elected officials, and neither are the State and Federal governments. If the City is to work, they must be".
