- Notes: First published by Paine in Philadelphia in 1780, this pamphlet rejects Virginia's claim to the Northwest Territory, asserting federal authority over state sovereignty, and proclaiming the West to be for the benefit of all Americans. Also of note is the fact that in the pamphlet Paine calls for a consitutional convention to remedy the ineffectual Articles of Confederation. The first edition is exceedingly scarce. This imprint is the second British edition.
