  • Notes: "Under the authority conferred by the provision of the general Army appropriation bill of the last session of Congress... I have decided to appoint 'a commission of civilian, and military men' with a view to a thorough examination and report... The subject has been one of great excitement in the neighborhood of the works at Springfield, Mis[souri] & Harper's Ferry, Virginia. And the examination may require some months and a good deal of labor..."
