Having studied art in Britain, Cooper's first commercial venture was a graphic design studio in his native Canada. He settled in London in 1922 and opened his studio there. His strong, highly pictorial, Art Deco style received widespread public acclaim and he was soon working for many of Britain's finest companies, such as the London Underground, the LNER and the Empire Marketing Board. The Victoria and Albert Museum had begun amassing their poster collection in the 1890s and in 1921 the donation of Joseph Thacher Clark's large collection gave the museum a poster collection of international prominence. In 1931 Martin Hardie curated a large international exhibition at the museum, which featured over 650 posters. Cooper, working for the Underground, not the Museum, designed this exceptional modernist image to attract visitors to the exhibition. He chose a classical theme, Mercury, the God of Commerce, who has often been used to advertise commercial shows, but rarely has Mercury been depicted in such a modern, streamlined, metallic manner.
