Each 1 page, 4to or tall 4to, pale blue paper with integral blank or "Executive Mansion" stationery on ruled paper; horizontal folds, faint marginal discoloration from prior matting to Harrison. Charles J. Faulkner (1806-1884) was appointed minister to France by President Buchanan on January 9, 1860.
On July 11, 1890, the office of the Assistant Secretary of the Navy was established to aid the Secretary in civil administration. The first to hold the office was James R. Soley (1850-1911).
