- Notes: first and only edition. Stanford Chaille (1830-1911), dean of medicine at Tulane, puts forth an argument that the figures for registered colored voters in Louisiana had been inflated by the Republicans. It is worth noting that only nine years after the end of the Civil War, there were an almost equal number of registered black and white voters in the state.
