[Providence, RI?], January 1834. A report to the legislature advocating for the creation of Rhode Island's first state prison, which would be opened in 1838. Notes that "the infliction of corporal punishments, such as cropping, branding, whipping &c, has fallen into disuse," and argues that the present county jails do little to reform their inmates. A drunk propped up against a lamp post is captioned "Perry's Pupil." "By what name shall we call the Rum Seller? There is no such beast on the earth, nor under the earth. What a cursed wretch! Scorn--Contempt--Shame--Infamy--rest on his memory." 2 in OCLC.
