Murphy, acknowledging his proposal to utilize empty refrigerator cars belonging to meat packing companies to help distribute fish, and offering to arrange meetings with representatives from the Department of Justice and the Interstate Commerce Commission. 2 pages, 4to, written on rectos of two sheets, the first White House stationery; horizontal folds, faint scattered soiling.   • Notes: ". . . You state that [the fishing] industry has a limited market because refrigerator cars used for transporting meat to the East are returned empty. You attribute . . . [this] situation to the so-called 'Consent Decree' and propose that steps be taken to remove the restrictions . . . .
    "The 'Consent Decree' to which you refer was the climax of a suit brought by the Government under the Sherman Anti-trust Act. The decree . . . enjoined [certain meat packers] from using their facilities in the handling of a large variety of non-meat food products, including fish. The Government charged that . . . the defendants . . . were extending the [meat] monopoly to [non-meat] food products, and that they were aided in this by their vast facilities, including . . . refrigerator cars . . . .
    "Since the decree affects only the four big packers, there appears to be nothing which would hinder the fishing industry from utilizing the refrigerator cars belonging to others . . . ."
