On May 22, 1935, Roosevelt addressed a joint session of Congress in which he expressed his objections to the Patman Greenback Bonus Bill (which proposed to award ealier than usual the benefits due to veterans in order to mitigate the effects of the Great Depression) and declared his veto. Although the House failed to appreciate the force of the President's objections and voted overwhelmingly to pass the bill, the Senate vote was unable to secure the two-thirds required to override the veto.
