  • Notes: "Permit me to introduce to you General George W. Davis . . . Governor of the canal zone. General Davis is . . . a veteran of the great Civil War, who has acted as Governor of Porto Rico and has been for several years in command of all the forces in the Philippines. . . . I solicit . . . any courtesy which you may be disposed to show . . . in order that there may be full and harmonious agreement for bringing to a successful conclusion the great work in which our two nations have so deep an interest."
    On November 18, 1903, representatives of the U.S. and Panama signed the Hay-Bunau-Varilla Treaty, according to which the U.S. was granted sovereignty over the Panama Canal Zone. Theodore Roosevelt's executive order of May 9, 1904, empowered the Isthmian Canal Commission to establish the government of the Zone and oversee construction of the Panama Canal. When the Canal was completed in 1914, it represented one of the largest engineering projects ever undertaken.
