  • Notes: ". . . [T]he Board cannot itself undertake the production of the alphabet; but it can join in the demand for it. It is now 96 years since Alexander Ellis put the phonetic case exhaustively from the education point of view [A Plea for Phonetic Spelling, 1848]. I believe that the economic labor saving point will carry the day when its real statistics are worked out . . . . [I]t would help in the meantime if childrens'' attempts to spell phonetically were allowed and encouraged instead of penalized. At present, after 9 years schooling they cannot speak English, because the official spelling by sight does not betray their mispronunciations."
