- Notes: A unique copy of the first universal rules for international air traffic, signed by the pioneer Brazilian aviator who is credited with the first flight of a powered airplane in Europe. The advances in aviation during World War I summoned the need for international regulation of air navigation as the demand for air travel skyrocketed. In 1919, representatives from the Allied States agreed to enter into this convention, with the recognition of each country's right to its own air space. This U. S. Senate printing of the convention has text in French and English on facing pages.
