- Notes: An important letter sent by Senators Jacob Javits, Philip Hart, Walter Mondale, and Edward Brooke, to Senator Jennings Randolph, asking that he vote for cloture on the pending bill HR 2516. They argue, "HR2516 is designed to protect citizens exercising their civil rights from violent interference. It is urgently needed because is some areas acts of racial terrorism directed against Negroes, and whites seeking to help them in the exercise of their rights have gone unpunished. Such acts have too often deterred the free exercise of those rights." HR216 had been passed by the House by a vote of 326 to 93 the year before, but had been delayed in the Senate. Cloture in the Senate was achieved and on 11 April 1968 President Johnson signed the Civil Rights Act into law.
