  • Notes: Pages four through fifteen print the treaty in its entirety. One of the most contentious and indeed key articles of the treaty dealt with the right of British naval vessels to stop, board and inspect American vessels. This had been a problem ever since the British unilaterally put an end to the African slave-trade in 1807. In 1862, no longer pandering to the Southern states, Lincoln was free to permit the boarding of American vessels by the British.
