  • Notes: Between the years 1834 and 1836, the House of Representatives received over 130,000 petitions to abolish slavery. As a result, a block of Southern politicians passed a resolution in 1837 effectively "tabling" all petitions and thus banning any discussion of the subject of slavery or abolition. An end to the "gag rule" led by John Quincy Adams, was not successful until 1844. Massachusetts however formally rejected the rule as unconstitutional and passed the present "resolve" in 1837. Scarce, OCLC locates only three copies.
