  • Notes: Henry P[atillo] Farrow (1834-1907) was the Attorney General of Georgia from 1862-1872. He was a friend to the ex-slaves, and fought against the poll tax as being unconstitutional. "A poll, or per capita tax, is not upon property, is not upon a profession, a trade or a business; but is a tax upon a man's inalienable rights--'life liberty and the pursuit of happiness.'" The poll tax, one of many Reconstruction measures adapted to take the vote from blacks and poor whites, was ostensibly to help pay for education. Farrow indicated that the enforcement of the poll tax would disenfranchise any who were not able to pay it, which was of course the point.
