  • Notes: an exceptional statement of patriotism and reconciliation by this one time confederate officer. James Lawrence Orr (1822-1873) studied law at the University of Virginia, Charlottesville in 1842, practicing law until becoming a Democratic member of the State House for four terms till 1859. He was a member of the secession convention in 1861 and served in the Confederate Army during the war. In 1865, he was special commissioner sent to negotiate a provisional government in South Carolina with President Johnson. He was elected governor as a Republican in 1866, and remained a Republican and later minister to Russia under Grant.
