RHODE ISLAND RATIFIES THE 13TH AMENDMENT (SLAVERY AND ABOLITION--RHODE ISLAND.) LINCOLN, ABRAHAM. Whereas Both Houses of the Congress of the United States have Proposed an Amendment to the Constitution of the United States in the words and figures following to wit: ARTICLE XIII. Single 4to leaf 10 x 7-3/4 inches, removed from a scrapbook, edges trimmed (?), some traces of paper backing; blind-stamp state seal, and signature of the Secretary of State of Rhode Island, John Bartlett.     The Thirteenth Amendment to the United States Constitution officially outlaws slavery and involuntary servitude, except as punishment for a crime. It was passed by the Senate on April 8, 1864, by the House on January 31, 1865, and adopted on December 6, 1865. On December 18, Secretary of State William H. Seward proclaimed it to have been adopted. It was the first of the three Reconstruction Amendments adopted after the American Civil War. Each state had to officially ratify the Amendment. President Lincoln and other Republicans were concerned that the Emancipation Proclamation, which in 1863 declared the freedom of slaves in ten Confederate states then in rebellion, might be construed as a temporary war measure. As a result, each state of the union had to ratify the amendment.
