(SLAVERY AND ABOLITION.) Packet of printed Virginia circulars relating to the provision of slaves for the defense of the Confederacy. 3 circulars printed on 6 pages, 11 x 8 1/2 inches, one of them addressed on verso to a court in Virginia, with a #8 two-cent Confederate Andrew Jackson stamp with an inked Richmond, VA cancellation; toning, minor dampstaining and wear, substantial wear along one fold of the stamped circular. Richmond, VA, January 1864

  • Notes: These three documents were apparently printed up and mailed together. Includes: "An Act to Amend and Re-Enact an Act to Further Provide for Public Defence." Authorizes the governor to "call into the service of the Confederate States, for labor on fortifications . . . a number of male slaves between the ages of eighteen and fifty-five years, not exceeding ten thousand." 2 pages, 13 March 1863 * Circular letter from Colonel W.H. Stevens, setting rates for hire of the "ten thousand negroes" at $550 per year for clothing and rations, "negroes to be comfortably clad when delivered." One page, 18 January 1864 * Circular letter from Governor William Smith, enclosing the two preceding circulars and setting forth a schedule of slaves to be provided by each county. 3 pages, 22 January 1864. None of these printings have been traced in OCLC, Parrish & Willingham''s Confederate Imprints, or at auction.
