  • Notes: first edition. Wheaton's "Enquiry" is considered to be the best study dealing with the legal issues involved in the search and seizure of vessels at sea. Following England's ban on the slave-trade in 1808, the British navy began patrolling the West Coast of Africa, stopping vessels suspected of being slavers. As far as the U.S. was concerned stopping American vessels was a highly contentious issue. Wheaton's work attempted to sort out all the legal complexities involved.
