(SPANISH-AMERICAN WAR.) Ricardo Ulpiano Colóm. Broadside posted the day after the American occupation of Ponce in Puerto Rico. Letterpress broadside, 8½ x 6¼ inches, signed in type as mayor of Ponce; worn and stained, paste remnants on verso, apparently removed from a wall with slight loss of text to the mayor's name.   • Notes: In the Puerto Rico campaign, the United States began a naval assault on the north coast capitol at San Juan in May 1898, but landed its first troops on 25 July in a surprise attack on the south coast in Guanica. They met with only light resistance and occupied Ponce, the largest city on the south coast, within three days. In this small broadside, the mayor of Ponce transmits an order to his populace from the commanding general of the United States forces (Nelson Miles):

    "De órden del General en Jefe de los ejércitos de la Unión Americana (Commanding U. S. Army) hago saber: Que toda persona que por cualquier motivo haya recibido y tenga en su poder armas de cualquier clase que fueren y que les hubieren sido entregadas por el Gobierno Español ó sus delegados y agentes ó que voluntariamente las hubieren adquirido, tienen la obligación de entregarlas en el Cuartel militar de esta Plaza dentro del improrrogable plazo de cuarenta y ocho horas, que vencen à las ocho de la noche del treinta y uno del actual; bajo apercibimiento de ser tenidos y tratados como malhechores. Asímismo se previene á toda persona que tuviere cónocimiento de algún infractor de la precedente disposición, lo ponga en cónocimiento de esta Alcaldía, so pena de ser tenido como encubridor del expresado delito. La policía y todos los demás agentes de autoridad quedan encargados de la ejecución y cumplimiento de este bando."

    In short, the people of Ponce are ordered to turn in their weapons of resistance within 48 hours, or be treated as wrongdoers. Anyone withholding knowledge of those neighbors who were retaining weapons will be regarded as an accomplice. The local police are entrusted with enforcing the order.
