    Immediately following the Civil War, state legislatures in the South passed so-called "Black Codes." Among these codes, the most controversial were the "apprentice laws," that in effect returned the freedmen to slavery, often under the control of their former masters. While the Civil Rights Act of 1866 nullified the codes, they effectively lasted until 1868 with the passage of the 14th amendment.
