  • Notes: At the outset of the Civil War the people of Pennsylvania were torn regarding their sympathies toward their Southern neighbors. Lee's victory at Chancellorsville in the Spring had an unsettling effect on them, but Gettysburg frightened them into action. In June 1863, Camp William Penn was established, well out of the sight of the general citizenry. The training of colored recruits was begun. In all, eleven regiments were trained at the camp. Posters, pamphlets, and flyers were circulated to raise troops and officers to command them. This image is cited in the Library Company of Philadelphia's catalogue, Negro History 1553-1903, #140.
