Little is known about Rotter's early life other than that he received a degree in electro-engineering. Shortly thereafter, he moved to Paris and took up commercial design, working as a decorator in the famous Printemps department store and as a graphic designer with the well-known Damour company. From 1928 to 1939, he ran his own eponymous advertising studio in Prague from which he turned out impressive Art Deco-inspired designs. His work could be seen in magazines, sheet music and posters advertising clothing, travel, events, exhibitions, movies and performances (including a lot of work for the famous Czech comedic duo Voskovec and Werich). Rotter fled Czechoslovakia for England during World War II, where he remained for the rest of his life. Ceskoslovenská Letecká Spolecnost (Czechoslovak Air Transport) was founded in 1927 as a competitor to the older Ceskoslovenska Statnie Aerolinie (Czechoslovak State Airline) and operated until the German invasion in 1939. Rotter depicts a Fokker F.VIIb-3m, which went into service in 1930, flying over the company's route map. This image is so strong it is easy to miss the suggestion of legs beneath the plane - like Mercury carrying the vehicle safely and effortlessly on his back.
