Weizmann," to Rabbi Moses Gaster ("Highly esteemed Doctor"), in German, requesting that he reply concerning university courses and propaganda, warning him to prepare for a struggle since there will likely be no concessions made to the Russian Actions Committee when they meet in Vienna, requesting that he support [Ben-Zion] Mossinson, and suggesting that Mossinson be invited to participate in the [Harry] Johnston meeting. 1 page, small oblong 4to; lower edge uneven, faint scattered soiling, folds.     "The delegation of Russian A[ctions] C[ommittee] members is going to Vienna next week. We must not expect peaceful results from these negotiations, though. In Vienna, they already know about the Kharkov decisions, and there is absolutely no inclination to make any concessions at all. . . .
    "At the request of the Russian A.C. members I sent Mr. B. Mossinson, a good public speaker, to London yesterday to launch the campaign there. . . . You may find it appropriate for him to take part in the Johnston meeting on the 20th. . . ."

    Harry Johnston (1858-1927) was a British explorer and writer who served as special commissioner for the Uganda Protectorate, 1899-1901, and whose report described the East African region along the Uganda Railroad which Great Britain offered for Jewish colonization at the Zionist Congress in Basel on August 26, 1903. The Russian delegates at the Congress stormed out in protest of the proposal, resolving at the Kharkov Conference in November to demand that Theodor Herzl reject any scheme that does not involve settlement in Zion. By the time the Russian Actions Committee arrived in Vienna to meet with Herzl at the end of December, the British government had withdrawn the Uganda proposal.
