  • Notes: William Whipple was a Signer from New Hampshire; Joseph was his brother and business partner, still away on military service. Here William passes on the great news: 'I really wish you here to assist in our rejoicings. The news of Cornwallis's surrender will undoubtedly reach you before this comes to hand.' He also speculates on a possible British-French naval battle, the strong hopes for capturing Charleston and Savannah before winter, and the unhappy prospects for the British Empire overall: "On the whole, the British Parliament must have a very gloomy session this winter, for besides their losses in America, their East India affairs are in a most wreched situation."
