If not the first, this image depicts an early meeting of the newly-formed White House Correspondents Association, established to bring some order and reliability to interactions between the press and the president. Woodrow Wilson had begun holding press conferences beginning on the day of his inauguration in 1913, but he soon threatened to discontinue them because of undisciplined behavior from attendees, including the presence of people falsely claiming to be a member of the press, and genuine members publishing off-the-record remarks.
