. . . [H]ow [does it happen] that the Bishops permit themselves to appoint curates without the
government having reviewed them? Which is contrary to article 10 of the concordat. I desire
therefore that you make a report on that subject. I learn that everywhere the Bishops appoint
the grand vicars and the curates without their having been approved.”
