After passage of the acts admitting Vermont into the Union and establish-

ing the number of its Representatives, the present document represents the

first act in whichVermont is referred to as a state.The act declares that the

U.S. laws are to take effect for the first time in that state, including those

governing the U.S. judicial courts, the U.S. census, the U.S. marshal, and

U.S. customs at the Alburgh office on Lake Champlain.
