  • Notes: Garvey had been in the United States only 11 months when this piece was issued, but he had gathered a great deal of support throughout America's African-American communities. The speech dealt with the 78 years of emancipation for the "Negroes of the West Indies." Garvey soon attracted the attention of the FBI who saw him as a threat to white America. As early as 1919, J. Edgar Hoover, then assistant to the attorney general, "continued his inquiry into grounds for bringing deportation proceedings against Garvey." Employing dozens of African-Americans, Hoover infiltrated Garvey's organization. In 1926 Garvey was indicted for mail fraud in regard to his Black Star Line.
