- Notes: Among the signers is R.H. Taylor, President of the UNIA in Newport News, Virginia, so it is likely the certificate was issued in Newport News. 1919 was the year when Garvey sold the first block of stock sold in the Black Star line and the year he issued his open letter regarding the aims of the UNIA.
